The best resource in Illinois for wind is fall, winter and spring. The average wind speed in Sangamon County is about 7m/s. 1 m/s = 2 1/4 miles per hour. 7 m/s= 15.75 mph which is a great resource!

This map shows wind speeds at 50 meters which is about 164 feet. Most "small wind" turbines are towered at 90-120 feet. Accordingly, these wind values are higher than what will actually be attained and a conversion to obtain actual wind speed at correct tower height will need to be done.
